Hiya!! I know that if you have a basic account, you can send and receive money (if the money is already in the Paypal account of your sender) for free. If you'd like to accept credit cards you have to change your status to a business account. Then a percentage ( I don't remember, but I think it's between 2-4%) gets taken out everytime you receive a payment, even if it's not a credit card. My mom used to have two accounts. She used to say: if you're paying with Paypal funds, use "this" email address. If paying by credit card use "this" one. That way she didn't get zapped with fees all the time. But, then she started to sell $1000+ on eBay a week, and that got too confusing. So now she just has one account. Good luck!!
