Peeing pup

My son in law brought a 14 week English Bull Dog nearly 4 weeks ago, he is a lovely dog apart from peeing and pooping where ever he likes any advice? pleeeeese.

He was brought from the breeder but when they collected him found out he had been returned by a couple who had had him about two weeks. Were told he was just a handfull.

They were told he was paper trained and had been kept in the house but as they had pen's out side we now think not.

They have puppy pads in the kitchen and he may or may not use them depends how he feels. He can be taken out in the garden and then come into the lounge and pee in front of you. They have tried crate training but he then just walks about in the poop and needs a bath.

Apart from this he is very good with the children and will obay basic commands, all the dogs I have had in the past have trained quick so am not sure on what to advise them and idea's????.
