It's geting OLD
I have a neighbor who lives less than a mile away with an intact male lab. He's decided my house is where the action is so is determined to be here rather than home. I've caught him and called them to pick him up 4 times so far... He's a very friendly dog, a nice looking lab... but I don't need him here riling my dogs up every couple days.
I could call my township board members and have the dog impounded and the owner fined, but that's not a great way to stay on friendly terms with neighbors. The dog wears a collar that's supposed to shock him when he gets out of a certain range of the transmitter... obviously it's not doing the job. Any ideas to solve this problem without making enemies?

If you don't know the neighbors that well, this might be a good opportunity to meet them and tell them that you have litters from time to time and their dog is not welcome. That you keep yours at home and you would appreciate the same from them. Let them know if it continues you'll have to report it to the proper authorities and it's really not something you want to do, being a dog lover yourself.

I'd go over there with some fresh home baked cookies and nicely tell them what a rucus he's causing. They may have to turn up the voltage on his collar. I don't like those collars at all, but my daughter up in your neck of the woods used it on her rottie, it just took three zaps to make him stay on their property. Don't get me wrong though, I still think it's cruel. If all else fails you're gonna have to call the authorities.

Take some evidence pictures, and let him know.
Make it known you know his boy means a lot to you since he has gone to the trouble of training with this costly device, so you thought would let him know he may need to adjust the shock setting or start training again... (I believe some people use a dummy collar after some time) You'd also like the same done for you if it was your fur kid. If he says "no way" say "Way.." and show him the pictures. Let him know how you feel about his dog, or just dogs in general so it's not something you could go without saying or that you are just a picky, nosey neighbor. Then ask if the dog is intact, with his response go from there with explaining neutering makes them less likely to wander, less likely to cancer, less likely to be struck by a car or abducted (people do this with dogs that aren't EVEN pure bred anymore for cash) less likely to produce litters that may or may not get the proper care and homes.... You might check the batteries in the collar. They may need replacing. I've heard of dogs who are so smart they stand just at the edge of their boundary and let the collar take just enough hits to run the battery down so they can run free. This may be one of those dogs.
You've had some other good suggestions here as well. Hope they work!!!

Thanks all. I've talked with them each time he's been here. I actually let the dog into my house so they can get him from here rather than having him run over out on the road while we wait for them to arrive. They know he's here 'cause they have to knock on my door to pick him up!
I've told them I have 3 female dogs and that I breed them so they will each be coming into season twice a year which is likely what's attracting him. BUT I said I have my own males and if he happens to hook up with one of them there will be a nasty fight which I do not want. Also I worry that the dog is going to get hit by a car on his way here. Tonight we did discuss that neutering him might be a good idea. I hope they follow through. They seem like nice people, and I've been very decent about this, but it's getting old. My outside dogs just go ballistic when he shows up and then the inside ones start in to back the outside ones up. Naturally when anyone in the neighborhood sees a black lab running they assume its one of mine, so if I don't see him right away I sometimes get called about him too. I've tried to tell everyone my labs are all female... and do not wear shock collars. No way do I want their dog to tarnish my rep as I DO keep my dogs confined.

It sounds like they're not getting it. Maybe you can turn the voltage up yourself
Check the batteries too. Deny everything!!!
