The short answer is because they are tall and they don't have a urinal to use at home. The distance between where the pee comes out and the actual spot it should go to can often be two feet. If the distance was only a few inches, there would be no problem. Imagine using a spray bottle (with a jet stream) and trying to spray the sink from two feet away. That is what men are doing. Even the best pee'ers will miss sometimes. Pee also splashes on the water inside the toilet. Thus, the toilet manufacturers are to blame for this particular problem.
You could suggest to your man that they sit down and pee, but that probably won't go over too well. Or you could suggest to them they need to wipe the toilet or surrounding areas if they do happen to get it elsewhere.
